Harbor Shield Insurance was founded in 1992 by David Mercer, a former claims adjuster who saw firsthand how impersonal the insurance industry had become. Families were buying policies from call centers without anyone explaining what they were actually covered for. Claims were denied on technicalities. Clients felt like numbers.
David opened a storefront office on Harbor Drive with a simple promise: treat every client like a neighbor. No high-pressure sales, no confusing jargon, no surprises when you need to file a claim. That philosophy has guided us for over 30 years.
Today, Harbor Shield is a team of six licensed agents representing 20+ insurance carriers. We still operate from the same street where David started, and we still answer our own phones. The industry has changed, but our approach has not.
